Chioma Ogbuefi, MD

Clinical Director, New Orleans East Family Health and Dental

Dr. Ogbuefi graduated from University of Benin, Nigeria in November 1996 and relocated to the United States of America in April 1998. She went to LSUMC New Orleans for her internship and UMC Lafayette for her residency in Internal Medicine. She joined EXCELth Family health center on June 30, 2005. Dr Ogbuefi became the clinical Director of the EXCELth New Orleans East location in September 2013.  She has been a member of American College of Physicians since 2012 and was elected as a Fellow in 2018, FACP. Dr Ogbuefi loves her patients and mostly enjoys spending time with her family. Dr Ogbuefi’s Faith in God inspires her even as a Physician. She sees herself as a Sunflower that is meant to bloom and is created by God to live a purposeful life.

Ella Wilson currently serves as a board-certified Family nurse Practitioner for Excelth Family Health Center. She holds a National Certification with the American Nurses Credentialing Center and is a member of the Louisiana Association of Nurse Practitioners. She specializes in Family Health Care, Substance Abuse Disorder and Hepatitis C treatment. Mrs. Wilson has made it her life’s mission to provide exceptional healthcare. Before joining Excelth, she worked in Acute Care, Home Health, Occupational Health, Urgent Care, Abdominal Transplant and Pediatrics. In every role, her goal is to promote wellness and prevention. At Excelth, she is more than a Nurse Practitioner. She acts as a patient advocate, counselor, social worker, nutritionist, and whatever role necessary to help families in need. Her philosophy is simple, she believes that by treating each person as an individual, she is best able to help patients achieve wellness and maintain health.

Dr. Cross graduated from LSU School of Dentistry with a desire to help underserved populations.  He established a private practice in New Orleans East and began working on the city’s mobile dental unit and in other Health Department (HD) clinics.  The aftermath of Hurricane Katrina brought tremendous dental health challenges.  Dr. Cross served the community by becoming a lead Dentist for DMORT (Disaster Mortuary Operational Response Team) and working to rebuild the Health Department Clinics and mobile units.  After becoming the dental director for Excelth, he was very effective in transferring and expanding the former HD dental services.  Doug has served as the Dental Triage Lead for 4 La MOM events and has served in a leadership role in many other events including the “Back to School Cavity Free Program”.  He is Vice-Chairman of the Louisiana Primary Care Association Clinicians Branch and a member of the Louisiana Oral Health Coalition.

Dr. Price is a graduate of LSU School of Dentistry and completed a 2 year General Practice Residency with a concentration in Hospital Dentistry from Charity Hospital. Dr. Price has managed a private practice and has worked with the underserved populations in the Houma and New Orleans area for the past 25 years.  She has been a clinical associate professor at LSU School of Dentistry General Practice Residency program, as well as, in the sophomore and junior clinics. Currently Dr. Price is serving as Resident Coordinator for the EXCELth - NYU Langone Advanced Education in General Dentistry program.

Reid joined EXCELth Inc.’s team in 2011 and serves as Director of Behavioral Health. He holds a Bachelor of Arts degree from Samford University, Master of Divinity from Southern Baptist Theological Seminary and Doctor of Ministry from Southeastern Baptist Theological Seminary, with additional studies at University of Massachusetts; Louisiana State University; University of New Orleans; Oxford University, England; and Ruschlikon Theological Seminary, Switzerland. Professional experiences include psychotherapist at Northshore and Greenbrier Psychiatric hospitals and private practice as a Licensed Professional Counselor and Licensed Marriage and Family Therapist. Reid has made presentations on Prevention Through Integrated Service Design: Integrating Primary and Behavioral Health Care Through the Lens of Prevention, Introducing the Primary Care Behavioral Health Consultant, LPCA Clinical Summit, Ambiguous Loss, Vulnerable Populations & Trauma-Informed Care, McFarland Institute, Care Coordination in an Integrative Care Setting, OBH Clinical Summit. Reid’s heart is to serve the underserved, addressing disparities in mental health care. He enjoys fishing and watercoloring and hanging out with his wife, Penny, children, grandchildren and two puppies.

Megan has worked in mental health care since 2007. She holds a Master’s Degree in Nursing from Southeastern Louisiana University and is certified as a Psychiatric Mental Health Nurse Practitioner. She is currently furthering her education at McNeese State University for a Doctorate in Nursing Practice. She has been awarded the distinction of being a Great 100 Nurse in Louisiana. She is inspired by the stories and strength of her patients. Together she works with patients to help them to live their most fulfilling lives. She enjoys exercising, spending time with her family, reading, and traveling in her free time.

Ms. Patricia Green-Metz, LCSW, CCTP

Ms. Green-Metz has a depth of experience in various therapeutic settings - she has been a School Social Worker in the Charter School System, a therapist and clinical manager for several local mental health provider settings, is versed in multiple behavioral therapies and employs evidence-based practices as a licensed clinical social worker and a certified clinical trauma professional.  She has served as a Clinical Supervisor for students learning the craft of Social Work and was even a probation officer for students and youth who were justice involved in New Orleans.  Ms. Green-Metz has also served in several roles throughout her career with the states of Louisiana and Maryland as Child Welfare Program Manager for Foster Care in Orleans Parish,  Child Welfare Supervisor in Orleans Parish, and Residential Placement Specialist for Prince George’s County Maryland.  Ms. Green-Metz is committed to providing superior behavioral health services to her community and chose EXCELth as the place she would like to continue her service of helping patients reach a healthier, more integrated life amidst this busy and stressful time.

Dr. Darlene Brooks-Sanville is a clinical social worker with 19+ years of diverse social work experience. She earned her Master's of Social Work from Southern University of New Orleans and her Doctor of Social Work from Tulane University School of Social Work. She is a licensed clinical social worker board approved clinical supervisor (LCSW-BACS). She has worked with adolescents and adults in a variety of settings: secure care, inpatient and intensive outpatient. She has experience in treating trauma, stress, anxiety, depression, PTSD, substance abuse, self-esteem issues and more. She spends her personal time with family, friends and traveling as she likes to explore the world. She also spends personal time with her Mardi Gras krewe giving back to the community. She is an active member of the New Orleans chapter of the National Association of Black Social Workers. She is motivated by the mission to help people with challenges they might be facing and has a special interest in working with underserved populations.

He has served on several local, state, and national boards, often in leadership capacities. He has received many awards related to community health advocacy and community service. Working to improve the quality of life of the community has been his passion... Summed up in his greeting to all: "Be Well!"

Dr. Martin is originally from the Northeast and has served our community in New Orleans for many years. He is a dedicated doctor serving in our New Orleans East clinic.

Wylea Gray-Winfrey, DNP, APRN, FNP-BC

Associate Medical Director

Dr. Winfrey completed her BSN (1993) and MSN (1998) at Louisiana State University Medical Center.  She completed her DNP (2012) at University of Alabama in Birmingham. She completed her Masters and Doctorate Programs as an honor graduate and was inducted into the Golden Key International Honor Society and Sigma Theta Tau International Honor Society.  She has board certification with American Nurses Credentialing Center (since 1999). Dr. Winfrey retired after 21 years, with rank of Major, from the Louisiana Air National Guard.  Medical experience includes serving 16 years in the Nurse Corps with five years as the Associate Chief Nursing Officer.  Served as 159th Medical Group Interim Chief of Nursing during Hurricane Katrina. Her service in Humanitarian Missions include Honduras Medical Relief (1999), Phillipines Medical Relief (2000), Hurricane Gustav (2008), Hurricane Katrina (2005), & Hurricane Ivan (2004). Other scholastic and military awards include LSU Dean’s List (1990- 1993), Louisiana War Cross & Longevity Medal, Louisiana Emergency Service & General Excellence, National Defense Service Medal, and two Air Force Reserve Achievement Medals. Dr. Winfrey is married with two children. She and her husband lead the Teen Ministry and a small Bible Talk Community Group at their church.  She is sustained by her Christian Faith and holds firmly to EXCELth’s mission to provide quality healthcare to the New Orleans community regardless to ethnicity, race, sexual orientation, or socioeconomic class. Hobbies/ Interest include speed walking, traveling, and watching sunrise/sunsets in the mountains or lakes.

Belinda Pressley is the Health Center Manager at the New Orleans East Health Center, located at 9900 Lake Forest Blvd.  She received a Bachelor of Science in Industrial Management from the school of business at the University of Alabama in Tuscaloosa, AL. She has been a healthcare manager for many years and was a member of the Louisiana Medical Managers Association.  She is a champion for the community, is committed to patient care and continuous quality improvement. Under her leadership, the New Orleans East team has successfully provided many community events including, but not limited to COVID 19 testing and vaccine clinics, back to school, breast cancer awareness, as well as food and toy giveaway events. Being a part of the EXCELth Family Health Center since 2019 has been a joy. She looks forward to working with the awesome New Orleans East team and serving the community for years to come.

Barbara Dehon-Manuel, LCSW

Health Center Manager, Social Service Coordinator, Gentilly Family Health

Ms. Dehon-Manuel has been an employee of EXCELth, Inc. for over 25 years. She started out providing case-management services to clients. From here, with the assistance and support of a strong team, she had the success of establishing the Social Service Department.  Because of its proven success record, the Social Services Department has often been charged with additional responsibilities, as needed, to ensure the viability of other programs within the agency. These additional programs have included the Ryan White HIV/AIDS program and the CDC HIV/AIDS program. The Social Services Department, under her leadership, has always delivered high levels of excellence no matter the challenge. Along with kind, compassionate care for her clients, she has exemplified strong leadership as the Coordinator of the Social Service Department. Currently, she is serving in the role as the Health Center Manager for the Gentilly site. This role certainly places her more on the administrative side of things, but still allows her to utilize her social work skills. As she loves to say: "I was born a social worker, I will be a social worker, and I will die a social worker." She is inspired by EXCELth because of its commitment to the staff, the community, and the people we serve. She believes this allows her to serve God through meeting people's needs. Her hobbies/interests are quite simple - spending time with family, reading the Bible, and playing with her fur babies (Ollie & Remi). However, in addition to her professional achievements, Ms. Dehon-Manuel's greatest accomplishments have been her children, Jai’Juan and Holton. They have made parenting loveable, enjoyable, and easy. She loves them dearly.

Angela M. Smith, MS, LPC-S, CCTP Angela M. Smith is a Licensed Professional Counselor-Supervisor (Louisiana LPC Board #7918) and Certified Clinical Trauma Professional (Evergreen Certifications #519384) with over 18 years of experience delivering trauma-informed mental health care. She provides individual psychotherapy for adolescents and adults, specializing in evidence-based approaches including TF-CBT, CBT, and DBT.

Angela has worked extensively with juveniles involved in DCFS and OJJ and has served in leadership roles such as Clinical Director, and Telehealth Program Director. Her background spans outpatient care, community mental health, therapeutic group homes, juvenile justice, and a Federally Qualified Health Center. She also brings expertise in substance use treatment, suicide prevention, vocational rehabilitation, and services for judicially involved populations.

Angela holds a Master of Science in Rehabilitation Counseling and a Bachelor of Science in Vocational Rehabilitation and Disability Services from Southern University A&M College.
